How the Office Is Built

A front office headed by the General Counsel, three legal practice groups led by career Senior Executive Service deputies.

ORGANIZATION

Office of the General Counsel

The General Counsel directly heads the Office of the General Counsel and is assisted by the Principal Deputy General Counsel and three Senior Deputy General Counsels. The General Counsel has the primary responsibility for advising on civilian legal subject matters, including environmental law, civilian personnel law and management law, civil litigation, contracts, fiscal and acquisitions law (excluding operational contract and fiscal law), and intellectual property and patent law, in coordination with The Judge Advocate General. The General Counsel serves as counsel for the Department, the Secretary, and other Army Secretariat and Staff officials; determine the Army’s position on legal questions and procedures; and provide professional guidance and technical supervision to attorneys across the Army, including those serving under The Judge Advocate General, U.S. Army Materiel Command, and U.S. Army Corps of Engineers.

Practice Groups

Three Practice Groups. One Standard of Excellence.

Each practice group is led by a Senior Deputy General Counsel — a Tier 3 Senior Executive Service attorney-advisor — and staffed by career Civilian attorneys and, in some cases, uniformed Judge Advocates. Working individually, in groups, or in cross-disciplinary teams, our attorneys deliver legal services carefully tailored to the needs of the Department of the Army.

  • Acquisition and Fiscal Law Practice Group

Legal stewardship for the Army’s contracting, fiscal, and intellectual property enterprise — issuing the Army’s authoritative legal positions on procurement, appropriations, and IP matters to ensure lawful, efficient, and effective contracting of equipment, supplies and services for the Force and execution of the Army’s $250 billion annual budget. The practice group supports key governance bodies—including the Defense Acquisition Regulatory Council, Army Systems Acquisition Review Council, and the Army Contract Adjustment Board—and oversees and manages the Army's contract litigation through its Contract Litigation and Intellectual Property Division and through coordination with legal teams at Army Materiel Command and U.S. Army Corps of Engineers.

  • Installations, Environment, & Civil Works Practice Group

Legal stewardship for the Army’s installations and real property, environmental compliance, and civil works missions—setting the Army’s definitive legal position on environmental obligations and responsible stewardship across all operations and installations world-wide. The practice group delivers counsel on installation management; Army Cemeteries including Arlington National Cemetery, environmental protection and restoration; the Army’s Civil Works and Water Resources programs and authorities; and on environmental litigation and legislative policies that sustains readiness and protects the health and safety of the force.

  • Litigation, Employment, & General Law Practice Group

Legal leadership for the Army’s federal civil litigation, civilian personnel law, and general law portfolio — setting the Army's controlling legal posture as we defend the Army, its officials, and its interests in federal civil litigation and ensuring unified, effective representation of the Army’s interests in all proceedings. The practice group provides final legal authority on civilian personnel policies, employment actions, and workforce management across the Department of the Army, while administering the Army Ethics Program under the Designated Agency Ethics Official to uphold standards that safeguard integrity and mission readiness.
